The user list must already exist in Google Ads; pass its numeric id as user_list_id. If you do not have one yet, call create_customer_match_list first to create an empty list and get its id. Uploads go through Google's Data Manager API (https://developers.google.com/data-manager/api/devguides/audiences/google-ads/customer-match), which requires the Google Ads account to have been authorised with the ``https://www.googleapis.com/auth/datamanager`` OAuth scope; the action returns a clear error if the scope is missing. This action is ASYNCHRONOUS: it returns immediately with a request_id once Google has accepted the request. Google then matches the records against signed-in users in the background — this typically takes a few minutes but can take up to 24 hours for large lists.
